encryption support:
 * renamed "GPG_SUPPORT" to "ENCRYPTION_SUPPORT"
 * populate a hash for supported features (%FEATURES)
 * specific gui options for encryption now depend on specific features
 * defined Config.Features.GpgKeyRing
